POLICE PROCEDURE

 This is not the first time I have received arbitrary treatment by the Honolulu Police Department. I would like to know if in fact it is procedure or a discretionary decision by an officer to "run a make" on a person reporting a crime? It happened to me today when Officer Nishimura responded to my call and asked for I.D. which I understand. But then he began calling my personal information into the walkie-talkie he was carrying. I am told by Mr. Ashack of the Police Commission that this is up to the officer. This is the first time this has happened to me when making a report to an officer as a victim.

Aloha,
The officer is allowed to use his/her discretion when investigating a complaint.  If the officer feels that a check is appropriate, he/she is authorized to make one.
