It was approximately 7:30, on Monday evening. The officer - a short male, told me he had been told by a Sgt. Daniels, not to make the report, although I did not see him speak with anyone.

Sorry, but I have spoken prematurely. I tried again at the receiving station last night. But for some reason the officer decided to contact his sergeant, and was informed that without other documentation he could not procede. I told the officer that the pages of my IRS transcript that I provided, were the only ones relating to the suspicious incident. I think that would be all he, or she needs. I don't think the officer has to peruse my complete transcript to make a report.

Thank you, Mr. Godsey. I don't think you will get this until Monday, or sometime next week.
When you do, let me know what time I will be able to go to the HPD main station to make
the report. Also I would think the persons at the receiving area will be able to do this, as they
have in the past. If not, I'm sure you will let me know os a contact name. I did not get the officer's
name that did not take my report, althoug I would remember what he looks like. Or, maybe the other
officers that were there before him might know who he is.

I was contacted by Deputy Attorney General Chris Young regarding your concern about a lack of report made by one of our officers.  Please contact me so I can arrange for an officer to take your report.  Rest assured that the officer who declined to make a report will receive remedial instruction.

I had a backpack that was evidently taken from a bus I left it on. When I made the police report, I was told that all lost items turned into the police department are sent to the main offices downtown. I was also told that I could not check at a "LOST & FOUND" room or any cataloging of items. I was told that I would have to be contacted using any identification found in the backpack. Can you explain this? If I had an object such as car keys or clothing taken, am I to believe that there would be no way for me to locate this item by giving a description during a report and checking periodically to see if I could identify it at a "LOST & FOUND" department at ANY police station

Aloha Mr Vernon Balmer Jr:

CAS received your e-mail regarding identifying my backpack if it was founded and turned in to the main station.  What the officer meant if there is some identification in the bag stating your name was on one of the property in your backpack.  This would be used to verify that you are the owner of the backpack or property.  This method is protect the police department and making sure that the rightful owner receive their property.

This is not the first time I have received arbitrary treatment by the Honolulu Police Department. I would like to know if in fact it is procedure or a discretionary decision by an officer to "run a make" on a person reporting a crime? It happened to me today when Officer Nishimura responded to my call and asked for I.D. which I understand. But then he began calling my personal information into the walkie-talkie he was carrying. I am told by Mr. Ashack of the Police Commission that this is up to the officer. This is the first time this has happened to me when making a report to an officer as a victim.

Aloha,
The officer is allowed to use his/her discretion when investigating a complaint.  If the officer feels that a check is appropriate, he/she is authorized to make one.
